The Judicial Inquiry Commission has considered your request for an opinion concerning
whether, under the Canons of Judicial Ethics, the presiding judge of a three-county,
single-judge circuit may, under Rule 13 of the Rules of Judicial Administration, assign a
district court judge to sit on an emergency basis in those cases in which the circuit
judge is disqualified.
